Washington's Quantum Multiplier
How a $500,000 state investment in IonQ follows the same playbook that turned a tanker deal into the jet age and a CIA cloud contract into AWS's federal dominance — and what it will take to run that play again in quantum.
Washington state put $500,000 behind IonQ's manufacturing site earlier this year. It was tempting to read the number and stop there. Half a million dollars doesn't sound like much next to the tens to hundreds of millions other states are putting behind their own quantum bets. Judging Washington's approach by the size of the check misses how the state actually wins.
Washington's real advantage has never been outspending anyone. It's what happens after government investment lands.
Let's go back a bit: look at Boeing. The company's re-entry into commercial aviation traces back to a single prototype, the Dash-80, rolled out in 1954 to win an Air Force tanker competition. The resulting military order, the KC-135, gave Boeing the volume and validation to adapt that same airframe into the 707, which entered commercial service in 1958 and helped launch the jet age. The Air Force wasn't trying to build a commercial airline industry in the mid-1950s. It got one anyway, because Boeing knew how to turn a defense investment into a commercial platform.
More recently, look at Amazon. In 2013, the CIA awarded Amazon Web Services (AWS) a cloud contract worth roughly $600 million to modernize how the intelligence community handled data. It wasn't the deal that invented cloud computing, AWS had already been running commercial cloud infrastructure for years. It was the deal that made AWS the government's default cloud provider, an advantage that compounded into the dominant position AWS still holds across federal and defense computing today. A relatively modest government contract turned into a durable, self-reinforcing commercial lead.
Different mechanisms, same shape: a government dollar that does more work than its face value, because the company and the region around it know how to convert it.
Washington already has the ingredients to run that play again with quantum technologies. Microsoft holds one of the country's deepest quantum patent portfolios. University of Washington (UW) and Washington State University (WSU) have built complementary research strength, computing and photonics at one, sensing and cold-atom physics at the other, rather than duplicating each other. PNNL sits an hour from both. Amazon Braket and Azure Quantum both run their developer-tools operations out of the Seattle area, meaning the seeds of the software layer that will make quantum hardware usable to non-physicists have been firmly planted here. And the state, with the IonQ investment, has at least taken the first step of putting real money behind a manufacturing anchor, even if the amount was modest. We still need to cultivate these seeds.
That's the part worth paying attention to. Small money, aimed at the right leverage point, is exactly the Dash-80 pattern: a modest, catalytic investment placed where it can compound. IonQ's manufacturing line in Washington may end up being the seed a similar story gets told about a decade from now: a state government investment that reads as small in isolation but was significant in what it unlocked, in a place already stacked with the talent and infrastructure to build on it.
The next move isn't trying to out-fund Illinois or Maryland. Washington doesn't need to match another state's checkbook for these seeds to take root. WA needs to keep playing convener and co-investor, pairing modest state dollars with the incumbents, research institutions, and international partners who are already looking to plug into a serious U.S. quantum ecosystem. The state needs to cultivate seedlings.
There's also a faster way to prove the model works. Post-quantum cryptography (PQC) is arguably in many circles the lowest-hanging fruit in the entire quantum economy right now: NIST has already finalized its encryption standards, enterprise security budgets already exist to buy against them, and Washington already has the companies to fill that pipeline, from Kirkland-based American Binary to venture studios building dedicated quantum-security practices. A state that wants to demonstrate its multiplier effect in months, not years, could do worse than rallying around PQC as the first visible win.
Washington's advantage was never how much it spends; its advantage lies in how effectively it multiplies what it spends. The state has done this with startups, airplanes, with software, with the cloud computing and AI. The opening is there to do it again with quantum, and the first mover advantage compounds for whoever proves the model first.
